Leveraging the resources of the hospital group, it builds a deeply-rooted general practice service system that connects community health services with tertiary hospitals, focusing on residents' health throughout their lives. Over 400 general practitioners within the group are involved in comprehensive, life-cycle health management for Luohu residents, ensuring they receive standardized and consistent medical care and health services from community health centers to hospitals. The annual number of general practice consultations exceeds 2 million, achieving the highest ratio of community/hospital consultations in Shenzhen for the years 2021-2022.

In 2017, the department introduced the Sanming Engineering team led by Academician Gu Dongfeng from the Chinese Academy of Medical Sciences Fuwai Hospital. In 2019, it was awarded the National Standardized Metabolic Disease Management Center, with ten community health centers recognized as national standardized respiratory disease prevention and treatment centers, nutritional demonstration centers, and provincial-level community nursing and public health specialist nurse training bases. By 2020, it had been designated as a national standardized training base for general practice residency, and in 2023, it received provincial support to establish an international general practitioner training center.
